Through the years, Center for Democratic Transition published guides, which are aimed to introduce the activities and competencies of state institutions to the citizens:
Parliamentary Guide (first edition 2001, second edition 2006) - Guide aims to provide the most important information about the leadership, organization and working methods of the Parliament, the party caucuses, the history of Montenegrin Parliament, as well as other important issues related to the work of this institution. The Parliamentary Guide is the first publication that introduced the work of the Montenegrin Parliament in details to the citizens.

Guide to Government (first and second edition 2007, first edition 2010) - Guide aims to provide the most important information about the organization and functioning of government and public administration, legislative activities of the Government and the history of Montenegrin Government. Also, we wanted to improve communication between citizens and the executive and administrative authority, by publishing information on the modes of cooperation between government and state authorities with professional and general public. Guide to Government is the first publication that introduced the work of the Montenegrin Government in details to the citizens.

Guide through the State Institutions (2008) - Guide aims to provide the most important information on the competences, organization and functioning of the two state institutions - the Government of Montenegro and the President of Montenegro, as well as to provide more information to the citizens about the institutions of the system, to increase transparency of government institutions and improve communication between citizens and the executive and administrative authorities.
Donors who supported the publication of these guides included: SlovakAid, East-West Parliamentary Practice Program (EWPPP), National Endowment for Democracy (NED), U.S. Embassy in Podgorica and the Commission for Allocation of Funds to NGOs, Parliament of Montenegro.
