Center for Democratic Transition in cooperation with Kotor municipality from April 2011 to October 2011, will carry out a project “Raising capacities to increase transparency in municipality of Kotor”.
The implementation of aforementioned project shall lead towards the developed capacities of Kotor municipal administration to curb corruption, enhanced municipal services delivery, increased transparency of their work and improved interaction with citizens and respective local stakeholders.
In order to meet the expected project goals, both Partners agree that following activities shall be carried out:
- Establishing formal cooperation with Municipality Rijeka, as one of the regional leaders in the area of transparent municipal administration;
- Completion and upgrade of Municipal Anti Corruption Strategy, based upon the established exchange platform with Rijeka municipality and previous activities. The new document would contain key recommendations and concrete actions;
- Organizing series of municipal events in order to present key changes in municipal procedures and opportunities it provides for the citizens;
- Developing Monitoring and Evaluation mechanisms; this would be used to evaluate the implementation of the MACS as well as to include feedback from citizens and NGO’s.
In parallel, partners also agree to implement following measures, which would increase the level of transparency and improve the level of interaction with the citizens, and as such would contribute to the overall implementation of MACS:
- Analyze the overall municipal work and documents in their possession and consequently develop the plan for proactive publication of official documents on official municipal website;
- Design and implement user friendly and interactive web solutions, which would allow simple online access to the key information on municipality work, respective documents, municipal decisions, etc. Attention would be given to those area which are of particular importance for the local economic scenery, e.g. tourism, and spatial planning, as well as those of general interest of citizens, and at same time key for the maintaining transparency and accountability of municipal administration, e.g. taxation, public procurement;
- Improve the access to information in municipality, by assigning and training the necessary staff, as well as setting up the necessary procedures, which would be promoted through municipal media and offices which have direct contacts with citizens;
- Arrange structure of municipal bulletins which would contain comprehensive information on municipal work, contacts of municipal officers in charge of specific municipal work and concrete projects, etc.
Center for Democratic Transition will prepare bulletins for July, August and September, but afterwards municipal staff will carry on publishing municipal bulletins once a month by themselves.
